The Campbell Regional Juvenile Detention Center is dedicated to providing a secure, safe and supportive environment for youth who require detention to protect themselves or the community and to ensure their presence at legal proceedings. The center also offers carefully assessed alternatives to detention for youth who meet specific eligibility criteria, both within the facility and in the broader community, to support their growth and well-being. 
 
About Campbell Regional Juvenile Detention C​​enter
The Campbell Regional Juvenile Detention Center, located in Newport, Kentucky, has been accredited by the American Correctional Association (ACA) since 2003, with multiple reaccreditations through 2019. Serving 15 northern counties, the center provides a safe, secure environment for youth aged 11 to 18 charged with low-level offenses. Male offenders are referred by police, courts and probation staff. The facility offers essential services, including care and custody, food services, medical and mental health care, counseling and life skills rehabilitation. Educational programming, provided year-round by Newport Independent School through Edgenuity, allows youth to earn high school credits. Mental health support is offered by various agencies, while recreation and life skills development remain key parts of rehabilitation.

The center emphasizes restorative justice and offers an alternative-to-detention program, prioritizing placement in the least restrictive environment to ensure the safety of both youth and the community. Five adjunct staff support transportation and alternative services, reflecting the center's commitment to balancing accountability with opportunities for growth and positive outcomes.

James Briggs, ​Interim ​Superintendent​

James Briggs brings 18 years of adult corrections experience to his role as Juvenile Facility Manager at Campbell Regional Juvenile Detention Center. He has held many leadership positions in corrections across multiple states, including Deputy Warden, Assistant Chief of Security and Chief of Unit Management.

Dedicated to rehabilitation and reentry, Briggs has also helped implement education, substance abuse and job training programs during his time working as an administrator. He believes in empowering youth with the belief that they can overcome their past to build a better future for themselves.

A graduate of Wakita High School in Oklahoma, Briggs also holds multiple FEMA certifications in emergency management. Outside of work, he enjoys spending time with his family and various outdoor activities. ​
