About Northern Kentucky Youth Development Center
Northen Kentucky Youth Development Center is the only Youth Development Center in the commonwealth that houses sex offenders and is a level three security facility. It has 44 beds and is a male only facility focused on reform and growth for the juveniles, providing them with different and varied mental health and counseling programs.
The facility also offers a variety of vocational skills and programs, including masonry, IT, and office skills. The juvenile facility manager is Martin Strouse, who is a seasoned mental health professional.
The facility was constructed and founded in 1972.

Martin Strouse, Facility Manager
Martin Strouse received his bachelor's degree from Murry and his master’s from Xavier University. He began his career working in the field of corrections, before acquiring two years of post-grad work in the area of marital and family therapy with the treatment of addictions. He then began working at Bethesda Hospital as treatment director before helping to form the River City Correctional Facility in 1997 in Cincinnati.
He retired in Ohio in 2006 and began working as the juvenile facility manager at Northern Youth Development Center in 2007. He says he has always enjoyed working with juveniles, and especially helping with counseling and mental health work.
